- Irene Josey, Larimer County Treasurer - 2019 Tax Assessments - Results and their effect on County Finances
 - City of Fort Collins - Tom Leeson - 2019 Fee Update

MEETING NOTES:
- Coats and Boots update: Two distributions complete, three to go
- Christmas Party: December 9th, Innosphere, 6:00 PM
- Human Bean Fundraiser results: Coffee for a Cure – all 10 locations took part – 100% of all proceeds go to cancer prevention and treatment (gap funding) - $66,153.21 raised this year!!!

Updates:
- City: Emily Gorgol – Homeless Campus Committee has been set up.  12 scheduled 
meetings through July 2020. Council will be touring several sites nationwide to see how other campuses 
operate.
- Clark Mapes – Old Town North, small commercial being proposed (coffee 
shop, etc.)
- Clay Frickey/Jim Eddy – URA Update - City has convened committee to look 
at last 10 years of N. College URA area.  What do we need to focus on?
- County: John Kefalas – budget meetings taking place now.  Proposed 2020 
Budget is out now, including a $3.75 million proposed one-time tax credit
- State: JoAnn Ginal – start up again on 1/8/20 – on several committees that are working on things such as fire fighter benefits. Working on dropping the price of prescription drugs, also several bills being discussed re. health care costs
- Federal: Dan Betts – Sen. Gardner has a couple bills floating out there
- Police: Chief Svoboda – working with pop-up tent parks outside of Rescue Mission

Presentations:
- City of Fort Collins - Tom Leeson, Director of Community Development, Neighborhood Services - 2019 Development Review Fee Update
  • Consolidated fee types from 150 to 105
  • Many of the fees haven’t been updated in 10+ years
  • Development Review and Infrastructure Inspection fees will be going up
  • Building Permit fees will be going down
  • Will calculate by square footage vs. project value
  • New fees:
  • Erosion Control Construction Inspection
  • Stormwater
  • Revenues, overall, will be going up approx. $2 million overall.  These funds have not been recovered in the past due to no updates for many years (general fund has been backfilling these costs for years).
  • All of these results were helped by a diverse 16 person Advisory Committee (including builders and developers).
  • Fees will be updated administratively, adopting in 2/20.

- Irene Josey, Larimer County Treasurer - 2019 Tax Assessments - Results and their effect on County Finances
  • Budget of $1.5 million, her department uses approx. $1.3 million
  • Collects property taxes in arrears
  • Funds are invested in county assets to meet security, safety, etc.
  • Funds are distributed twice monthly to proper taxing authorities by the 10th of each month
  • Tax roll increased a little over $1 Billion year over year (approx. 18% year to year on average)
