NFCBA Meeting Notes - 5/28/25

  • Treasurer Report - Don
    • Memorial Day flags success - $200 contributed from NFCBA
  • City - Susan Gutowsky District 1
    • URA active projects - Budget Motel, Old Albertson’s, El Palomino Hotel
    • Civic Assembly review of Hughes Natural Area presented 5 options in the city working session. Following up with a special work session. 
    • Community Capital Tax renewal - 10 year increments, up for renewal, collects $11M annually
    • Remington Lot Traffic Study for Old Town parking
  • Shirley Peel - Mayoral Candidate 
    • Ranked choice voting in November
    • Promoted her pro-business position
    • Concerned over a sales tax shortage
  • Seth Forwood - Fort Collins Rescue Mission
    • Raised & Matched $650K since March 1st of this year
    • $2M short of target funding
    • Working on subcontractor bids to update cost estimates in early June
    • Expecting to break ground in late summer
    • Vertical build starting end of summer pending stormwater project completion
    • Looking for capstone partner to finish funding
    • Providing wrap around services with both internal and external providers
  • Jody Shadduck Mcnally - Larimer County Commissioner
    • Budget Review underway - lack of federal funding for SNAP and Child Care programs of ~$6M
      • Use the County’s budget explorer online to learn more and compare to other regions
    • FEMA Act of 2025 - provides upfront funding for relief
      • 2013 flood reimbursements recently concluded - long tail time
      • Threshold changes would disqualify events like Cameron Peak Fire
    • House Bill 1182 - Insurance risk modelling transparency
  • Irene Josey - Larimer County Treasurer
    • 71% tax collected
    • Property Tax protest deadline is June 9th
    • Larimer is the first county to time trend mobile and manufactured home values
  • Fort Collins Police
    • Noise ordinance second reading on June 3rd targeting fireworks and loud vehicles. Enforcement expected end of June. 
    • El Palomino hotel had over 400 police service calls in 2024
  • Beck Anderson - College Ave Water Systems Project Manager
    • 30+ miles of cast iron pipe from the early 1900s exists in the old town area
    • Expecting replacement construction to begin in January of 2027
    • Affecting College Ave from Mulberry to Laporte
    • College Ave expected to be repaved in conjunction with CDOT - trying to beat that project to avoid damage to resurfaced roads
      • 20 years until next opportunity
    • Talking currently to all stakeholders internal and external. 
    • Goal of 6-7 months construction, deciding on all at once or block by block
