City of Fort Collins: Clark Mapes
Property behind Stonecrest Motel, infrastructure agreement has been tricky. Was signed this week. It’s where the Rescue Mission would go. Progress towards stormwater project.
302 Conifer, apartment project is approved. Affordable housing. Brothers from Illinois. 4-story apartments.
No update on Powerhouse II. Dormant right now.

URA: Chris Manley
Two properties for sale:
  • Albertson’s
    • Proposed use study happening now:
      • Community center
      • City doesn’t want control
      • City is looking at all opportunities

Budget Host Motel
Will either be torn down or sold to a private entity.
Hoping to close on both end of July
Palomino: Nothing concrete in the plans

County: Bob Overbeck, County Assessor

Revalue every two years. Coming out May 1 st . Ends June
9 th . Seeing flat markets throughout. Let County know if
there’s any discrepancies on your notice. Will have an
office in Loveland as well.

- N. Mason – FC Rescue Mission to Alpine St.
- Stormwater AND ROW project
- Timeline:
o Funding, alignment from 2019-2023
o Cost estimation after FC Rescue Mission acquisition, 20204
o Alignment analysis, Spring 2025
 Alignment 1:
 Not ideal for traffic or stormwater
o Roadway must be offset
 Only really impacts one property owner

 Alignments 2-4
 Some buildings would have to be demolished
 Large impacts to several property owners

 The 5 th alignment seems to be the City’s preference
 Provides neutral impact for property owners, etc.
 Mason ROW N. of Hickory has been agreed upon and signed
 Initial cost analysis has been completed
 Stormwater is $9-10 million, NOT including roadway (if
that’s done at the same time)

o Outreach to property owners, community outreach, final
alignment in first half 2025
o URA Finance committee, 11/25, to seek additional funding
o URA Board and City Council, 12/25
 Will ask for construction funding as well from the City and
the URA

o Begin acquisition 1/26
- Stormwater Design
o Outfall design within Natural Area
o Lake Canal Crossing
o Permitting (Corps, FEMA, Lake Canal, Railroad)
o Additional funding
o Procurement
o City definitely wants to move on this before the sunset of the
URA to help with funding
 $3 Million has already been dedicated for this project
through the City’s budgeting process
